The House Special Committee on Utility Restructuring has considered:           
                                                                               
HOUSE BILL NO. 81                                                             
"An Act relating to the provision of electric service in the state;           
and providing for an effective date."                                          
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 81(URS)                                                 
"An Act requiring the Alaska Public Utilities Commission to adopt             
regulations to provide standards of operation and consumer                     
protection in a competitive electric service market; and providing             
for an effective date."
